OBI files are only used by the Microsoft Outlook e-mail and RSS feed reader program. These settings files are generally kept in an XML format that contains the names of the RSS Subscriptions and any relevant properties of the RSS subscription and feed.

These files are generally linked to the profile and thus has the profile in the name of the file. They are also generally located in the AppData directory for Microsoft Outlook.
